Even if you have set up a location for Zoom or Teams, a Google Meet URL will be issued at the same time when you create an appointment on the linked Google Calendar.
You can stop issuing Google Meet when you create an appointment on Google Calendar, but you need to stop using Google Meet as an organization.
You will need to set up your organization to stop using Google Meet itself
